The significance of estimating the proper link speed stems from the fact that emission levels of both carbon monoxide (CO) and hydrocarbon (HC) are extremely sensitive to small changes in speed in the low speed range This paper provides a procedure for assessing the impact of TSM strategies on air quality and demonstrating its perfor mance and results using the Chicago CBD as a case study region
