Settlement Upgrading: Planning and Squatter Settlements in Bogota, Columbia

Different approaches to the planning and development of squatter settlements in Bogota, Columbia are presented and con trasted. Barrio Las Colinas is a example of a "comprehensive" approach to settle ment upgrading, wherein development took the form of a rational planning pro cess. On the other hand, Barrio Policarpa developed through forthright political op position. Although both settlements are exceptional successes, they differ strik ingly in their internal organization and in the political message each conveys to the society outside.
