Dualism and Universalism: Competing Paradigms in Planning Education?

The purpose of this paper is to contribute to the search for an appropnate planning pedagogy in third world planning education. I argue that there have been two paradigms of planning education in the developed countries These are dualism and universalism. Lately an uneasy consensus is developing with a tilt towards universalism. This, in my view, is inappropriate. I discuss the reasons for taking this position and outline proposals for a more relevant planning pedagogy.
